in order to curb the repeated construction and blind expansion of the glass fiber industry, promote industrial structure upgrading and energy conservation and emission reduction, standardize the development of the industry, and maintain market competition order. according to relevant national laws and regulations and industrial policy requirements, the business development and reform commission, the ministry of land and resources, and the environment the ministry of protection, the general administration of quality supervision, inspection and quarantine, the china banking regulatory commission and the electricity regulatory commission have revised the "glass fiber industry access conditions" (national development and reform commission no. 3 of 2007) and are now announcing.

all relevant departments should use this access condition as the basis for investment management, land supply, environmental assessment, energy conservation assessment, credit financing, and power supply for glass fiber production and construction projects.

glass fiber industry access conditions

(revised in 2012)

in order to effectively curb the repeated construction and blind expansion of the glass fiber industry, regulate the market competition order, promote the transformation and upgrading of the industrial structure, in accordance with relevant national laws and regulations and industrial policies, in accordance with the principles of promoting industrial upgrading, effective competition, reducing consumption, protecting the environment and safe production. the following entry conditions are proposed for the glass fiber industry.

first, the production enterprise layout

the location of new fiberglass production enterprises must conform to the overall land use planning, town planning, main functional area planning and industrial development planning. it is strictly forbidden to build new glass fiber production enterprises in scenic spots, nature reserves, forest parks, geological parks, natural and cultural heritage protection areas and drinking water source protection areas prescribed by the state council, relevant state departments and the people's governments of provinces (autonomous regions and municipalities directly under the central government). new fiberglass production enterprises in urban built-up areas, urban non-industrial planning areas, and other areas that do not meet the overall land use planning. the glass fiber production enterprises that have been put into operation in the above-mentioned areas should gradually withdraw according to the plan of the region through “relocation, conversion”. encourage glass fiber production enterprises to enter the park management and discharge sewage.

the principle prohibits the construction, renovation and expansion of glass balls and glass fiber production lines in areas without energy advantages. encourage the development of the fiberglass processing industry.

second, the process and equipment

(1) new non-alkali glass fiber kiln method roving drawing production line (single wire diameter >9 microns) the single kiln scale should reach 50,000 tons/year and above, and the new skein drawing production line (monofilament diameter ≤9 microns) should be single kiln scale it has reached 30,000 tons/year and above. it is strictly forbidden to build and expand the medium-alkali glass fiber kiln wire drawing production line. it is strictly forbidden to build and expand the production line of alkali-free and medium-alkali platinum-iridium wire drawing. new high-performance or special glass fiber production line, its production scale kiln method single kiln scale should reach 20,000 tons / year and above, the platinum-iridium method should reach 2000 tons / year and above and the product monofilament diameter ≤ 7 microns.

(2) new glass fiber kiln kiln drawing production line should adopt advanced technology and equipment such as pure oxygen combustion, electric fluxing, logistics automation, exhaust gas waste heat utilization, and simultaneously build environmental protection and safe production supporting facilities. the new glass fiber platinum-plated ruthenium drawing production line should adopt advanced technology and equipment of split or large package. the new glass fiber products processing production line should adopt advanced textile technology and equipment with high efficiency and energy saving. it is forbidden to use backward textile equipment that has been eliminated by the state. it is forbidden to use glass fiber products for the production of glass fiber products.

(3) it is forbidden to build or expand non-alkali and medium-alkali glass ball production lines. the glass kiln with special components should be expanded and expanded, and the scale of its single kiln production line should reach 5,000 tons/year and above.

(4) prohibiting glass ball production enterprises from mentioning ceramics and wire drawing production enterprises


for glass ball raw materials. production and sale of high alkali glass fiber products are prohibited. completely eliminate the production process and equipment of clay fiber and fiberglass drawing according to law.

third, energy consumption

(1) the newly-built or rebuilt and expanded glass fiber kiln method for drawing wire has a comprehensive energy consumption roving of ≤0.55 tons of standard coal/tonne yarn, and the yarn with a diameter of 4 to 9 micrometers is ≤0.75 tons of standard coal/tonne yarn. new high-performance or special glass fiber-based platinum-ruthenium wire drawing production line unit comprehensive energy consumption ≤0.37 tons of standard coal / ton yarn (excluding energy consumption of glass ball production).

(2) the glass kiln must adopt advanced kiln melting technology and thermal insulation technology. the unit energy consumption of the alkali-free glass kiln unit is ≤0.4 tons of standard coal/ton ball. the comprehensive energy consumption of the medium alkali glass kiln unit is ≤0.3 tons of standard coal/ton ball.

fourth, environmental protection

(1) the emission of atmospheric pollutants from glass fiber production enterprises must meet the second and above standards of "emission standards for air pollutants in industrial furnaces and kilns" (gb 9078-1996) and the "emission standards for air pollutants" (gb 16297-1996) and above, the discharged sewage must meet the grade iii and above of the integrated wastewater discharge standard (gb 8978-1996) and meet the requirements of the relevant environmental standards in its location.

(2) the use of chalk as a clarifying agent is prohibited in the glass ball melting process. in the production of glass fiber and glass ball, the septic waste liquid and cooling water must be recycled and treated for comprehensive utilization.

(3) waste wires produced by glass fiber drawing, winding, chopping, felting, warping, weaving, etc. shall be recycled and used, and shall not be used for landfill.

(4) the content of toxic and hazardous substances, heavy metals and arsenic trioxide in the glass fiber component must meet the requirements of relevant standards.

(5) newly built, rebuilt and expanded glass fiber production lines must be simultaneously designed, synchronized, and simultaneously applied to the corresponding pollution control facilities. the discharge of major pollutants must meet the total control requirements of the local environmental protection department.

v. product quality

glass fiber products should meet the quality requirements specified in gb/t 18371-2008 or gb/t 18369-2008. glass ball products should meet the requirements of industry mandatory standards. the quality of glass fiber products must meet the requirements of national or industry-related product standards.

6. supervision and management

new and rebuilt and expanded glass fiber production line projects must meet the above-mentioned access conditions, and handle project investment management, land supply, energy conservation assessment, environmental impact assessment, credit financing, power supply and other procedures in accordance with relevant state regulations. when the relevant departments file a project for a new high-performance or special glass fiber production line, they should seek the opinions of industry experts or refer to the written technical opinions issued by the consulting service agencies with relevant qualifications.

existing glass fiber and glass ball production enterprises must comprehensively meet the access conditions for environmental protection and energy consumption by the end of 2015 through technological transformation.

before the new construction and renovation and expansion of the glass fiber production line project is officially put into production, the relevant administrative departments of land, environmental protection, quality inspection, safety, labor and health shall conduct project inspection and acceptance in accordance with relevant regulations, and the competent industrial authorities shall check and accept the project according to the access conditions. if the requirements for access conditions are not met, the rectification shall be carried out and the relevant construction contents shall be completed.

(3) for the newly-built and rebuilt and expanded glass fiber production line projects that do not meet the conditions for admission, the competent industrial department shall not file the case, and the administrative department of land and resources shall not handle the land use formalities. financial institutions shall not provide new credit support for project inspection and acceptance or review projects that have not met the entry conditions, and gradually collect and issue loans; power companies shall not apply for electricity or implement power outages in accordance with the requirements of relevant government departments. the power regulatory agency supervises the implementation of government directives by power companies.

(4) the competent industrial departments at all levels shall strengthen the supervision, inspection and management of the conditions for the implementation of access conditions for glass fiber production enterprises. the ministry of industry and information technology regularly announces the list of glass fiber producers that meet the entry requirements. relevant industry associations, certification and inspection agencies shall assist and cooperate with relevant government departments to do a good job in the industry's access management.

the glass fiber industry access announcement management method is separately formulated by the ministry of industry and information technology.

seven, the supplementary

(1) the access conditions apply to all continuous glass fiber production enterprises within the territory of the people's republic of china (excluding special regions such as taiwan, hong kong and macao), including glass balls, glass fibers and their products processing and production enterprises.

(2) if the national and industry standards involved in the access conditions are revised, they shall be implemented in accordance with the revised new standards.

(3) the conditions for this access shall be implemented as of october 1, 2012, and the national development and reform commission's 2007 no. 3 announcement “access conditions for glass fiber industry” shall be abolished at the same time.

the access conditions are interpreted by the ministry of industry and information technology and revised according to industry developments and macro-control requirements.
