relevant departments and related enterprises should be based on the access conditions in the work of rock wool project investment, land supply, environmental assessment, energy supply, quality and safety supervision, credit, financing, construction and production operations.

annex:

rock wool industry access conditions


in order to guide the healthy development of the rock wool industry, curb low-level redundant construction and blind expansion of production capacity, protect the ecological environment, promote energy conservation and emission reduction, improve the utilization of resources and energy, and better serve building safety and building energy conservation, in accordance with relevant laws and regulations and industries. policy, the development of this access conditions.

rock wool, which is referred to in this access condition, refers to rock wool products with basalt, diabase and other natural rocks as the main raw materials, and whose quality conforms to gb/t25975 "rock wool products for exterior wall insulation of buildings".

i. construction conditions and production layout

(1) newly built and rebuilt and expanded rock wool projects must conform to national industrial policies and industrial plans, and coordinate resources, energy, environment, logistics and market factors, and rational layout. the site selection of the new rock wool project must comply with the overall land use planning, land supply policy and land use standards.

(2) it is strictly forbidden to build new rock wool projects in scenic spots, ecological protection areas, natural and cultural heritage protection areas, drinking water source protection areas, urban built-up areas and non-industrial planning areas.

if the rock wool project that has been put into operation in the above-mentioned areas fails to meet the conditions for entry, it shall be rectified within a time limit or gradually withdrawn through “relocation, conversion”.

second, production scale, technology and equipment

(1) the total scale of the newly-built rock wool project shall not be less than 40,000 tons/year, and the single-line scale shall not be less than 20,000 tons/year. the single-line scale of the expansion and expansion of rock wool projects shall not be less than 20,000 tons/year. encourage the construction of projects with a single line of 30,000 tons/year and above.

(2) clean fuel should be used for the construction and reconstruction of rock wool projects. it is strictly forbidden to use the producer gas. encourage the use of electric stoves.

(3) if a cupola is used, it shall be equipped with a system for flue gas desulfurization, dust removal and comprehensive utilization of waste heat, and the continuous operation shall be no less than 10 days. encourage the use of oxyfuel combustion technology.

(4) automatic control technology shall be adopted for the construction and reconstruction of rock wool projects. the feeding section realizes automatic weighing, automatic batching and automatic feeding. the fiber-forming cotton collection and solidification forming section realize online control.

(5) fiber-forming cotton section: the maximum line speed of the four-roller centrifuge roller can reach 120 m/s or more. the felt density of the cotton gathering is not more than 450 g/m2. the number of pleating machines is not less than 3, and the maximum pleating ratio is not less than 1:3.

(6) curing forming section: the overall unevenness of the chain plate is not more than 3 mm, and the highest surface density can reach 15 kg/m2.

if the rock wool project that has been put into production fails to meet the above requirements, it should be reached by the end of 2015 through technical transformation.

(vii) in principle, the construction and renovation and expansion of rock wool projects will not support the construction of phenolic resin production equipment. it is indeed necessary to build it by itself, and the production capacity of phenolic resin should not be less than 4,000 tons/year.

third, product quality

(1) the product should meet the gb/t25975 standard, the acidity coefficient is not less than 1.6, the tensile strength is not less than 7.5 kpa, and the short-term water absorption is not more than 1.0 kg/m2. the combustion performance has passed the inspection by the statutory inspection agency. encourage the production of rock wool products with an acidity coefficient greater than 1.8, a tensile strength greater than 10.0 kpa, and a short-term water absorption of less than 0.5 kg/m2.

(2) establishing a traceable product delivery account system.

(3) equipped with a product performance inspection laboratory and necessary testing equipment.

(4) establish a sound quality management system.

fourth, energy consumption

(1) newly built and rebuilt and expanded rock wool projects, the comprehensive energy consumption per ton of products shall not exceed 450 kg of standard coal.

if the comprehensive energy consumption per ton of products that have been put into operation in the rock wool project is higher than 450 kg of standard coal, it should be achieved by the end of 2015 through technical transformation.

(2) energy conservation assessment and review shall be carried out for the construction and reconstruction of rock wool projects.

(3) rock wool production enterprises with annual consumption of 5,000 tons or more of standard coal shall submit annual reports on energy utilization including energy consumption, energy utilization efficiency, completion of energy conservation goals, energy efficiency analysis, and energy conservation measures.
v. environmental protection and comprehensive utilization

(1) dust-containing gas collection and treatment, up to standard discharge. after the flue gas is treated by desulfurization and dedusting, the exhaust gas shall comply with gb9078 "industrial kiln air pollutant discharge standard", gb16297 "air pollution integrated emission standard" or the environmental standard of the project location. encourage new and renovated rock wool projects to deploy pollution source monitoring facilities and conduct self-monitoring, reserve flue gas denitrification facilities and configure flue gas denitration devices.

(2) recycling of production water, and the discharged wastewater shall meet the requirements of gb8978 “integrated wastewater discharge standard” or the environmental standard of the project site.

(3) recycling of waste cotton generated during the production process.

(4) improve the noise prevention and control measures, and the noise at the boundary of the plant meets the requirements of gb12348 “noise emission standards for industrial enterprises at the boundary of the plant”.

(5) the environmental protection facilities of the supporting construction shall be designed, constructed and put into use at the same time.

(6) conducting clean production audits and establishing an environmental management system. formulate a sound emergency response plan for sudden environmental incidents.

6. safety production, occupational health and social responsibility

(1) establish and improve the prevention and control system for safe production and occupational disease hazards, and equip with safety production and occupational disease prevention facilities that meet the requirements.

(ii) safety production and occupational disease protection for new and renovated rock wool projects

at the same time, it is designed, constructed and put into use at the same time as the main project.

enterprises with mines and enterprises that build their own phenolic resin production equipment must obtain corresponding safety production licenses.

(4) not paying employees' wages and paying pension insurance, medical insurance, work injury insurance, unemployment insurance, maternity insurance premiums and housing provident fund in full according to regulations.

(5) establish an occupational health and safety management system.

7. supervision and management

(1) newly built and rebuilt and expanded rock wool projects must meet the conditions for access. the management of the project, land supply, and environmental impact assessment approval shall be based on the conditions for access. for those who do not meet the conditions for access, the relevant departments shall not handle the relevant procedures for project construction and shall not add credit support.

(2) the project shall be approved for construction, land, environmental protection, safety, credit, etc., or may be approved for construction. the project construction shall be designed and constructed by qualified units. before the project is put into production, it must be supervised and inspected by the provincial, industrial, investment, land, environmental protection, safety supervision and other administrative departments in accordance with the access conditions and relevant regulations. if the inspection does not meet the conditions for access, it shall be ordered to be rectified and shall not be put into trial production.

(3) the industrial and environmental protection, quality inspection, safety supervision and other departments at all levels inspect the conditions for the implementation of the access conditions for the rock wool production enterprises within their jurisdiction. the ministry of industry and information technology announces the list of rock wool production enterprises that meet the conditions for access, accepts social supervision and implements dynamic management. the management of the announcement shall be separately formulated by the ministry of industry and information technology. government procurement should select products produced by companies that meet the conditions for this access.

eight, supplementary

(1) the access conditions apply to all rock wool production enterprises within the territory of the people's republic of china (excluding taiwan, hong kong and macao).

(2) the slag wool production enterprise shall, in addition to the product quality, implement gb/t11835 “rock wool, slag wool and its products for thermal insulation” and gb/t19686 “rock wool and slag wool insulation products for construction”, other shall be in accordance with this access. conditional execution.

(3) the laws, regulations, standard specifications and industrial policies quoted in these access conditions shall be executed in accordance with the latest version if they are not dated.

(4) the access conditions shall be implemented from the date of promulgation, and the ministry of industry and information technology shall be responsible for the interpretation and organization of the amendments.
